  • European Commission unveils mandatory quotas for distribution of migrants among EU countries

    The European Commission rolled out the list with the obligatory quotas of migrants who need to be accommodated by the member states of the European Union.

    For example, Romania – a non-Schengen state – is supposed to offer shelter to 4,646 migrants from the Middle East and Africa. This figure exceeds consistently the previous number of 1,705 migrants that was proposed in May, which means that in overall Romania is given now a mandatory quota of 6,351 of refugees. Tha would make the country rank 6th in the EU by number of refugees to be taken. In addition, the EC proposal is contradictory to the positions of President Klaus Iohannis and Prime Minister Victor Ponta, who argued strongly that their country can not receive more than 1,785 immigrants.

    According to ECommission’s regulation of today, Romania would receive 604 migrants from Italy, 1951 from Greece and 2091 from Hungary.

    Only asylum applications from Syria, Iraq and Eritrea are reportedly taken into consideration.

Commission’s proposal has to pass the vote of the Member States in the Council of Internal Affairs on 14 September, when a qualified voting majority is needed (at least 16 out of 28 countries or 55% of the votes if UK, Ireland and Denmark fail to take part. There is also a vetoing clause: If at least four EU countries that have over 35% of the EU population are against the decision of the European Commission, then the vote is rejected. The Commission proposal will receive an approval from the European Parliament, but this approval is just advisory.

    • European Commission offers also the possibility for an EU country to refrain temporarily from receiving refugees based on reasonable grounds and objectives, such as a natural disaster. Instead, that respective State must pay to the EU budget an amount equivalent to 0.002% of its GDP.

    According to the Commission, the migrants relocation results were based on the following algorithm: 40% population size, 40% GDP, 10% average number of past asylum applications and 10% unemployment rate.
